Hyht is one of the two clan serfs who can read, but the other one can't decipher legalese. Weg speaks legalese fluently, but he can't read.
Hyht knows he'd be hard to replace and he can be as annoying as he can without serious consequences. It's not as if he did serious mischief anyway, he's just a casual brat.
That extraterritorial clause was one of many who were written into the treaty under the assumption that the orcs would never study it long enough to learn to use them.

Clever Orc, l see a messy future in politics....or organized crime (yeah, lm not sure if there is a difference either)!
There's probably something keeping the orcs and organised crime apart, because as it is now, I haven't figured out a logical reason why the orcs are still armed with swords and axes and not with guns.
Maybe it's natural selection: the clans who had guns took control of neighbouring lands, grew bold, attacked the suburbs (in a way that can't be lawyered out of) and the survivors are now in prison.
Interesting turnaround! I wonder how thing will be handled from here.
